State of the District Affairs Address Ends Prematurely

The councilors led by Elidad Mwesigye, the representative of Kasana Sub County vowed not to attend any council meeting unless Godfrey Kunihiira, the Sheema Chief Administrative Officer is transferred.
The Sheema District state of affairs address by the LC V chairman Pastori Mugisha aborted prematurely on Tuesday after councilors stormed out of the meeting to protest the failure by the chairman to write to the local government ministry to sack the Chief Administrative Officer. The councilors led by Elidad Mwesigye, the representative of Kasana Sub County vowed not to attend any council meeting unlessGodfrey Kunihiira, the Sheema Chief Administrative Officer is transferred.


All was well until; the minutes of the last council sitting were read out for discussion. Elidard Mwesigye, the councilor for Kasana Sub county and Charles Tumwine, the representative Kigarama sub-county shot up in protest saying that would not discuss the minutes without an action report. Mwesigye told a full parked council that in their last meeting they resolved that Kunihiira be transferred and there after a financial audit is carried to establish how much money he has embezzled.
 
The dou led other councilors to storm of the meeting. Tumwine cites shillings 33 million that was meant for sanitation in Kigarama and Shuuku sub counties that was allegedly stolen by the CAO. Kunihiira denied any wrong doing saying that he dispatched the said monies to the respective sub counties, adding that it had been accounted for by the relevant offices. He also reminded the councilors that his work is to supervise and not implement government projects.


Kunihiira also said that the ministry can not affect his transfer when he is being accused of various cases of corruption. Pastori Mugisha, Sheema LC V chairman also denied allegations that he had failed to write to the ministry as directed by the council. Mugisha said that he wrote to the minister of local government to transfer the CAO but the minister told him to wait until a technical team from the ministry investigated the CAO to establish the truth. Sheema was curved of Bushenyi district two years ago.
