Independent-minded NRM Members of Parliament, who are regarded as rebels within the party circles, have said that President Yoweri Museveni’s government could collapse before 2016 if no major reforms instituted in the management of the country.
On Sunday, three of the rebel MPs led by Theodore Ssekikubo of Lwemiyaga County, Wilfred Nuwagaba of Ndorwa East and Chris Baryomunsi of Kinkizi East, made the remarks in Sembabule during celebrations to mark 50 years since Ntuusi Catholic parish was established.
Led by Baryomunsi, a Commissioner of Parliament, the MPs claimed that they have already formed what they call a reform campaign to save the country whose mission they want achieved in one year.
The legislators sent the gathering into laughter when they claimed that they have already established another Shadow Government led by Theodore Ssekikubo as its president and Alfred Nuwagaba as the Attorney General.
MP Ssekikubo told URN that they will not disclose other leaders in their shadow government for security reasons but says they are determined to force President Museveni to make major reforms in one year.
Ssekikubo explains that with cases of corruption now reaching crisis levels and continuing with impunity, it shows that government officials are tired and need to retire. He says if the President fails to implement major reforms in one year, they will take over power from him using any means.

MP Nuwagaba accuses Museveni of appointing several government advisors who are costing the country billion of shillings in salaries.
Nuwagaba says there is need to reduce government spending by reducing the number of resident district commissioners and their deputies by 50 percent. He argues that if this is done government will be able to save funds to provide services to the people.

Nuwagaba also defends religious leaders for meddling into politics saying they are all human beings who are mandated to speak for their followers. He therefore asked religious leaders to remain steadfast and keep up the pressure of reminding the government of its obligation to provide services for the people.
Government has not yet commented on the plans by rebel MPs but Sembabule Woman MP Anifa Kawoya, who also attended the function, said President Museveni was democratically elected and must be left to continue his term of office uninterrupted. She advises the MPs to intensify supervision of the government projects to ensure there is value for money instead of wasting more time politicking.
