Jennifer Semakula Musisi, the executive director Kampala Capital City Authority has accounted for the total budget expenditure for KCCA for the year ending 31st this month.
Musisi says out of the 103 billion shillings budgeted for from the central government, KCCA received 83 billion and another 39 billion shillings was raised from the local revenue.
Presenting the figures for the year 2011/12 before the authority meeting presided over by Lord Mayor Erias Lukwago on Monday, Musisi said the government also extended 25 billion shillings conditional grant for the road construction and repair works.

She said for the non conditional grants and the local revenue, KCCA spent most of the funds on public health and environment, education, street lighting and councilors’ and mayors’ allowances and salaries.
She explained that KCCA spent 49 billion shillings on the construction and rehabilitation of health units in Kawempe, Nakawa and Makindye divisions, and on buying five ambulances. Other expenditures under the health sector included payment of causal laborers, maintenance of Kiteezi land fill, incineration of medical wastes, renovation of the city mortuary and on fuel.
Musisi said KCCA also spent 22 billion shillings on the renovation of classrooms, teachers’ houses, paying teachers’ salaries and the construction of VIP toilets with rain water harvesting system in Kisaasi and Nateete primary schools.
Games and sports took one billion shillings that included facilitating the KCCA netball, football and basket ball teams to compete both in local and international spotting activities.
Musisi told the council that a total of 12.2 billion shillings was spent on the councilors and mayors’ salaries and allowances, including travels abroad.
She mentioned the failure to convene duly constituted authority meetings, delayed approval and implementation of the staff structure and politicization of KCCA programs including revenue collection and the jobs stimulus packages as some of the challenges faced by KCCA.
But Lukwago differed with Musisi, noting that the KCCA executive director had two versions of the budget which were confusing the authority meeting. According to Lukwago the authority approved a budget of 175 billion shillings, and Musisi was presenting a budget she had tabled before parliament amounting to 155 billion shillings.
Lukwago also questioned the 58 billion shillings that had been frozen on the 12 undeclared accounts by KCCA’s predecessor, Kampala City Council.
But councilors Appolo Mugume representing Nakawa division and Dhalia Kibalama for Kyambogo, concurred with Musisi on the 155 billion shillings for the year 2011/12. Kibalama also said that during the last year’s budget meeting the councilors agreed that the 58 billion shillings shall be put to use in the next financial year.
