Patrick Besigye Keihwa, the LC V chairman Kabale district has come under fire from the leaders of Nyamweru and Hamurwa sub counties for allegedly diverting shillings 2.5 billion meant to for improving roads and agriculture in their sub counties to reward his political supporters. The money in question was donated to Kabale district by the African Development Bank through the local government ministry under the Community Agricultural Infrastructure Improvement Program-CAIIP.
A consultative meeting involving local leaders from Kabale held at Imperial Royal Hotel in Kampala selected four sub counties as the beneficiaries of the money. They include Hamurwa, Rwamucucu, Rubaya and Nyamweru sub counties. John Hashaka Muhanguzi, the permanent secretary ministry of local government wrote to Kabale district emphasizing that sub counties that had benefited from the Agricultural modernization exercise were excluded from the fund. Now, the leaders of Nyamweru and Hamurwa sub counties accuse the LC V chairman of rushing the project to Ruhija and Maziba sub counties that benefited from PMA in breach of the set guidelines.
James Kabaterine, the LC III chairman of Hamurwa Sub County says that they will not accept the move by the chairman to allocate the fund to Ruhija and Maziba sub counties. Kabaterine asks the chairperson not to confuse the residents because they are already aware that the project is meant to benefit his sub county. Legis Barisigara, the female councilor for Hamurwa Sub County says that they will not sit back and watch the LC V chairman takes away what belongs to them. She explains that the sub counties that are meant to benefit from the shillings 2.5 billion were selected long time ago, but they are now wondering the LC V chairman wants to divert the project to other areas.
Henry Musasizi, Rubanda County East MP says the LC V chairman made a terrible mistake to scrap off the two sub counties and worse still to rushing it to sub counties which have already benefited from the program. Musasizi explains that he has already mobilized leaders from both sub counties to pitch camp at the office of the LC V unless he reverses his decision to divert the program. Keihwa says that he decided to take the project to Maziba and Ruhija sub counties because the roads in both sub counties are in a very sorry state. He calls for calm from the leaders of Nyamweru and Hamurwa sub counties saying that the district will work on their roads once money is available.
