Sub County Chief "Diverts" Money to Repair Minister's Road

The money, amounting to six million shillings, was meant for the rehabilitation of a community access road but was instead used to fix the minister’s road.

Works on the seven-kilometer Ahamuhambo –Bugarama road were abandoned after rehabilitating 1.5 kilometres and instead the sub county diverted the equipment to work on the road from Kinyahamwe to Kitunduguru, the home of Jessica Alupo and her husband, Captain Innocent Tukamushaba.

Bugarama Parish councilor, Willy Mugisha, says Nkera was inconsiderate to stop works on the road heading to their parish only to work on the one heading to Alupo’s home simply because the minister had a thanksgiving ceremony which was to be attended by top government officials.

Mugisha reveals that he wants the sub county chief to use his own money to work on the road which he abandoned without any consultations.  He adds that Nkera should also face disciplinary action for misusing his office.

Grace Asiimwe, the Bugarama parish female councilor, says it is unfortunate for the sub county chief who is well aware of the challenges that the locals go through to transport their produce to the market, to instead work on the road leading to the home of a minister who is even capable of working on the road herself.

She says that they will not allow acts of this nature to go on and that what the locals want is to have road worked on and that they do not want to know where the money will come from.

Andrew Nkera, however, revealed that the matter is being handled at the sub county and that there is no need for the leaders to get worried. He said that working on the road to Kitunduguru had nothing to do with the Minister’s thanksgiving function held on the June 16, 2012.

Kabale district chief administrative officer Frank Ntaho could not be reached for a comment on the matter.
