Kampala Capital City Authority councilors-KCCA were left stranded this morning, following an abrupt postponement of the city budget reading. On Friday, KCCA approved shillings 68 million to facilitate the budget meeting at Entebbe Resort Beach Hotel today. The councilors were allegedly asked to report to Entebbe Resort Beach Hotel in preparation for the budget reading. Shafiq Kyazze, the youth representative says that when he arrived the hotel on Sunday there was no arrangement for the budget meeting.

Madina Nsereko, the councilor for Kawempe division says that he also packed her bags ready to head to Entebbe for the meeting but he was stopped by other councilors, who told her the budget reading had been called off. By 9:00am this morning, several councilors were still stranded on whether or not the budget would take place.
Joyce Achan, the councilor for persons with disability told Uganda Radio Network that she only learnt of the change in the budget meeting when she visited the office of the executive director. Peter Kaujju, the KCCA spokesperson explains that they were forced to postpone the budget meeting because of the stringent procurement procedures.
He explains that they funds for hosting the budget meeting had to go through the procurement committee, adding that by the time of passing the resolution payment could not be effected. Suleiman Kidandala, the deputy lord mayor says that they have been contacted by Jennifer Musisi’s office to reschedule the budget meeting to Tuesday.
