Ibanda Speaker Blocks RDC from Addressing Council

Katushabe accused the RDC of breaching the council rules of procedures whenever he is given an opportunity to address the council. She alleged that whenever Tigurihwayo is scheduled on the program to address the council, he walks away only to return and demand for late audience. His pleas to the deputy speaker to allow him address the council, that was comprised of district head of departments and councilors fell on deaf ears.


Katushabe stood her grounds and adjourned the council saying it was late for extra business.  As a result, the RDC quietly walked out the council and declined to speak to the media about the incident. Earlier on, Tigurihwayo was involved in a bitter exchange with Levy Kunanuka and Robert Kuhebwa, the councilors for Kasangurura and Nsasi sub counties, for allegedly framing them on allegations of sabotaging government programs.


The councilors told off the RDC and advised him to stop meddling in council affairs and instead concentrate on his job in the district. Kunanukye says he is going to table a motion in the next council session to recommend to the president the transfer of Tigurihwayo from their district. He claims that the RDC has over stayed in the district and has started interfering in the council work.
