Government Cuts KCCA Budget

Government has cut the Kampala Capital City Authority-KCCA Budget from shillings 101 billion last year to shillings 86 billion for the 2012/2013 financial year budget. Jennifer Musisi, the KCCA executive director says that the authority has to work hard to raise 66 billion from local revenue to cover the shillings 148 billion budget.

Presenting, the KCCA budget estimates this morning, Musisi said that the authority will place emphasis on sensitizing taxpayers, promoting voluntary compliance and outdoor advertising to cover the budget deficit. She explained that authority will give priority to increased institution efficiency, improvement of the corporate image, revenue mobilization, transport, road infrastructure, education and social services in the areas of public sector.

She says that the budget cut is likely to affect some sectors such as the staff restructuring process and recruitment.

According to the budget breakdown 46 billion shillings will be spent on transport and infrastructure development, 28 billion shillings on public health, water and environment, and 26 billion on education, and social services. The authority will also spend shillings 11 billion on the emolument of the political leadership of the authority and city hall.


The money will covertheir trips for exposure, enhancing capacity for corporate governance among cities, local travel expenses and their corporate social responsibilities. Sulaiman Kidandala, the deputy lord mayor says this year’s budget estimate is quite detailed on the source of funding, and the items on which resources shall be spent on.

Hajati Hamida Namukasa Nansubuga, the representative for Kawempe division says that new budget had distributed resources evenly within the city divisions.

This has been the first authority prepared budget after the defunct Kampala City Council.
