Residents Threaten to Resort to Mob Justice

Residents of Katanda Sub County in Katerera County in Lubirizi district are threatening to resort to mob justice citing loss of trust in the police force. They accuse police authorities in the area of messing up capital cases such as murder, rape and defilement. They argue that the negligence by police has given the criminals liberty to cause more havoc in the area.

They have petitioned Hatwibu Katoto, the Katerere County Member of parliament to notify the Inspector General of Police about their dissatisfaction with the police conduct. They warn that unless Kale Kayihura, the Inspector General of Police intervenes and calls his men to order, they will be left with no option but to resort to mob justice.

The threats by the resident follow the failure by police to arrest and prosecute Kijana Kandenge, a resident of Munyoyi village Katanda accused of raping and impregnating a pupil of Kashosha primary school. Police is also accused of failing to arrest Shafat Twasiima and five others for the alleged kidnap and murder of a 15 –year- old-girl whose body was found mutilated.

MP Katoto says that the anger by the residents was fueled by the theft of a one-year- old baby, a daughter to Rebecca Gumisiriza on Wednesday this week. The baby is alleged to have been kidnapped by Mary Natukunda, who suspected to be hiding in Buhweju or Kamwenge district. Katoto says that the people involved in child kidnap and sacrifice are known by the residents but accuse police of failing to apprehend and prosecute them.

It is alleged that when about 12 residents of Manyonyi village went to report the child kidnap case at Lubirizi Police station On Thursday they were turned away. The residents decided to mobilize their colleagues and their MP to storm Lubiriza Central Police Station to demand an explanation from Peter Ongwara, the District Police Commander and CID chief Willy Kalimbano.

But the police officials maintain they are following up the cases and vow to arrest all the suspects. Kalimbano says the residents are being misled by their leaders he didn’t name to accuse police of messing up cases.
