Lira Municipality has returned UGX 300m to the treasury that was meant for the construction of four major community roads in the area. The money was unspent in the 2011/2012 financial year.
Lira Municipality has returned UGX 300m to the treasury that was meant for the construction of four major community roads in the area. The money was unspent in the 2011/2012 financial year.

Lira municipality deputy town clerk Emmanuel Oyuku told URN that they sent UGX300m back to the treasury because it is the law that if a financial year ends with unspent money on the account, the money automatically reverts back to the treasury.

Oyuku says the unspent money was already committed to road construction and the municipality will at  will at an appropriate time request for the money and use it to pay service providers.
 
He explained that part of the money is meant to pay for the on-going construction of Ayago, Wonyaci, and Independent roads among others.

The deputy town clerk further defended the decision saying it is in line with the recent circular issued by the secretary to the treasury.

However, George Mawaa, chairperson Lira municipality council works committee, laid the blame for failing to use the money at the door of the office of the town clerk. Mawaa claims that in-fighting and conflicts of interest among municipality technocrats are the real reasons why they failed to utilize the money.

Early this month residents of Ojwina Division protested the shoddy construction of Independent road.

Bad roads remain a challenge in the municipality with the suburbs of  in Ojwina , Central  and Adyel division having some of the poorest roads.
