Division Councilors Disrupt KCCA Meeting

Councilors from the five divisions of Kampala have this morning interrupted a council meeting chaired by Lord Mayor Erias Lukwago.

Kampala division councilors from the five divisions have this morning interrupted lord mayor Erias Lukwago authority meeting complaining of being neglected under the authority arrangements.

Lukwago opened the authority meeting at 10:30am to discuss the legality of the KCCA meetings, define the powers of the lord mayor; the councilor’s the executive director Jennifer Ssemakula Musisi

But drama started when a team of councilors from the five divisions stormed City hall complaining that the meetings at the city hall were not addressing the pertinent issues affecting Kampala residents.

Francis Kavuulu from Lubaga division told the media that decisions on which the city is being run are taken from city hall, but that the authority councilors were not tackling the pertinent issues like drainage and sanitation, poor road network and fighting unemployment within the youth.

Bob Muhumuza another division councilor from Makindye complains that division councilors have been sidelined at city hall. He says during the passing of the authority budget, the councilors at the divisions were not given an opportunity to include their input.

Muhumuza also complains the division councilors are blocked from accessing the meeting venue, and the gallery where members of the public are supposed to sit and listen to the authority meeting deliberations is kept closed.

This Tuesday Mururi Mukasa the minister for Kampala is set to present the KCCA ministerial statement to the parliamentary committee on presidential affairs, but Bob Mpiima the chairperson of the councilors forum says shall be the final nail in sealing the 2012/13 KCCA budget without the concerns of the councilors.

After over 20 minutes of stalemate, Erias Lukwago called the meeting to order saying divisions are mandated as per the KCCA act 2010 to have their budgetary meetings from where they forward their concerns to the authority meetings for inclusion.

He however advised the divisions mayors to call special meetings for their councils and come up with a common stand on some of the changes they want to be made in the 2012/13 KCCA budget.

According to Lukwago the finance regulations act gives KCCA powers to make adjustments to the budget at anytime of the financial year.
