Kampala Capital City Authority has embarked on carrying out a land title validation exercise for all public land in the city.
In a letter addressed to the acting commissioner in charge of land administration at the Ministry of Lands, Housing and Urban Development, Jennifer Musisi, the KCCA executive director has requested for a list of land title certificates that were issued in regard to public land in the city from 2009.
The letter dated July 24, signed by Phoebe Lutaaya Kamya ,the director for revenue, on behalf of Jennifer Musisi, says due to a number of spotted forgeries within the city land system, there is need for reconciling the land records and formulating a data base, which shall be shared with the ministry, and other government agencies involved in land affairs.
According to the letter which the URN has seen, Kamya states that transforming the KCCA land management system requires lasting partnership between KCCA and the Ministry of Lands, Housing and Urban Development.
For close to one month, the police closed the Kampala District Land Board on allegations of land fraud. Jacob Lukambuzi the head of KCCA monitoring and inspection department says that he has received accumulative complaints in regard to land forgery in the city.
According to Lukambuzi, preliminary investigations also indicate that a number of land titles that were issued from 2009 to date had not paid premiums and ground rate, because the land system had been hijacked by fraudsters.
He explains there are some suspected fraudsters who have admitted using computer systems that could link directly with the Ministry of Lands without first being cleared by KCCA.
