Vivian Busingye, the chief of Kashambya Sub County in Kabale district is in trouble for embezzling funds meant for paying some local council one and LC II chairpersons. Busingye was picked up on Wednesday afternoon following a petition by some chairpersons from Kashambya Sub County who missed out on their money. The suspects was summoned by Frank Ntaho, the Kabale Chief Administrative Officer to explain the where about of shillings 9.8 million that was banked on the sub county account in June.
Ntaho explains that they started investigating the whereabouts of money after receiving complaints from the chairperson but found out that the money had been withdrawn by the chief on July 11th. He however, says that the sub county chief never paid the money to the beneficiaries. Each of the LC I and parish chairpersons were entitled to shillings 120,000.
Ntaho says that he was surprised to see the sub county chief showing up with the money this morning, yet he withdrew it long time ago. As a result, he decided to hand over the chief to police with the money to pave way for investigations.

Patrick Besigye Keihwa, the Kabale district chairperson wonders why the sub county chief refused to pay the money to the intended beneficiaries yet it was released long time ago.
He says that they have been receiving complaints from the sub county related to the manner in which the sub county chief is handling their resources.

Leneo Bandaganire, the Kashambya sub county LC III chairperson says that the chief has been asking him to mobilize the chairperson to pay them but failed to show up. Ely Maate, the south –South western Regional police Spokes person says investigations into the matter are underway.
