He further accused Attorney General Peter Nyombi of behaving like a person afraid to lose his job and must please the person who provided him with the job. An Attorney General is appointed by the president.
Recently the Minister for the Presidency and Kampala affairs Frank Tumwebaze formed a tribunal of three judges headed by Justice Catherine Bamugemereire to listen to a petition seeking Lukwago's removal from office. The petition was signed by Kampala Capital City Authority (KCCA) 17 councilors. The councillors accuse Lukwago of abuse of office, incompetence, misconduct and misbehaviour.
Western Youth MP Gerald Karuhanga alleged that the move to take over Kampala is planned by President Museveni’s government and that particularly police is being used to make sure that it is achieved.
He said that this business of failing the lord mayor to see his electorate, carry out his duties that are enshrined in the law and restraining him from enjoying his rights of movement, speech and association is unfortunate and unfair saying that everyone is equal before the law and enjoy their rights and freedoms.
He added that for Police and Kampala Metropolitan Police boss Felix Kaweesi in particular to be used on a daily basis to infringe on citizens rights is unfortunate saying that they are supposed to be promoters of rights and protect citizens in the enjoyment of their rights.

MP Lulume Micheal Bayiga for Buikwe South Constituency said that the tribunal that was created to be a kangaroo court to force Lukwago out and ensure that several prominent persons escape from accountability issues surrounding the expenditures and monies used without authority in the Kampala Capital City Authority.
He noted that to create problems around the lord mayor is to ensure that the institution that was created as an authority fails to perform because he is an important pillar to convene meetings and to authenticate everything that takes place in the authority.
Lulume alleged that all that Minister Frank Tumwebaze is doing are directives from Museveni whom he said that recently wanted to take over as a lord mayor and wanted Parliament to help him so that the international community does not view him as a dictator.
In the recently concluded 2nd session of Parliament, a contested report from the committee of public service and local governments had recommended that the president takes over Kampala.

MP Sewungu Joseph for Kalungu West called on Attorney General Peter Nyombi to resign saying that he is doing a disservice to the country since he is giving ill informed advice to the government.
He attributed the formation of the KCCA tribunal and the direction by Frank Tumwebaze to KCCA to go ahead and collect the tax fees of 120,000shs contrary to the court order to Nyombi’s failure to legally advise government on how to handle KCCA matters.

But government Chief Whip Justine Kasule Lumumba said that the Minister in charge of Presidency Frank Tumwebaze is acting within the law and has powers to form a tribunal or direct KCCA on any matter.
She appealed to people in Kampala to look at the KCCA tribunal positively and use the tribunal to bring up their proposals to make a better administration in Kampala without conflicting laws.
Lumumba dismissed allegations that the president wants to use the Tribunal to take over Kampala saying that the president does not need a tribunal to take over Kampala because he is empowered by the law.
