Weak Leadership Code Affects Fight against Corruption- Prof Onoria

The acting Head of the Department of Public & Comparative Law at Makerere University, Dr. Henry Onoria, has advised government, to amend the leadership code before the end of the year.

Onoria says that the current code act is flouted with a lot of inconsistencies which have made it difficult to enforce it against people implicated in corruption. He noted that the legal provisions on jurisdiction of courts with regards to corruption also need to be reformed

Onoria who authored a report on the practical challenges of compliance with the African Union Anti-Corruption Convention, has asked government to set up a Leadership Court Tribunal to assist the IGG confiscate and recover stolen money.

Onoria says that an effective leadership code of ethics can help counter abuse of government office for illegal and unethical personal gain.
He says that in order to honor the intent of the Constitution, government needs to strengthen the existing leadership code and empower the public with new measures, such as a Freedom of Information Act and a iWhistlebloweri Protection Act, to allow the people to hold government officials accountable.
