To guard against forgery of academic documents, the Uganda National Examinations Board (UNEB) plans to introduce photographic certificates.
UNEB's Executive Secretary, Matthew Bukenya, says the new certificates will bear the pictures of each candidate, for easy identification and to protect against falsification of the documents. He however says no other security features will be added to the certificates.
Bukenya anticipates that the issuing of the new UNEB certificates will begin 2007. He however says the high cost involved in production of the new certificates may delay their release.

Bukenya says UNEB has already received some quotations from the UK and South Africa for suppliers of the new certificate printing machines. The cost the entire project is expected to cost between 400 and 500 million dollars.
