The Masaka Municipal Council is querying the whereabouts of the Masaka Town Clerk, Gwavu Kiwanuka, who disappeared yesterday during a debate on the inconsistencies in the awarding of tenders in the municipality.
The Municipal Council quizzed Kiwanuka on why a tender to run the three taxi parks in Masaka was given to the Masaka Taxi Operators and Drivers Association (MTODA). According to the Council, in previous dealings with the municipality, MTODA had defaulted on remittances worth more than 200 million shillings.
The Council said because of its history, MTODA was not the best candidate to run the taxi parks.
In the middle of intense questioning, Kiwanuka asked for leave from the meeting to collect original minutes of the evaluation and contracts committee from his office. However, he didn't return.
The Municipal Council Speaker, Dennis Majwala, says efforts to reach Kiwanuka by phone are futile as it is switched off. The councillors could not reach any of the members on the contracts committee.
