Some secondary school Head teachers in Kampala have not yet planned for the implementation of the universal Secondary Education program due to lack of implementation Guidelines.
Last week, the education and sports minister, Namirembe Bitamazire, said Implementation of the Universal Secondary Education program will begin in February when the new school year opens.
Free universal secondary education programme will be implemented in 700 public and 280 private schools in the first phase of the scheme. But some school head teachers are not sure whether their schools have been selected to implement the scheme.
Nateete Moslem school director of studies, Kato Kizito, says although his school is ready to implement the program, its success will entirely depend on government cooperation.

MacKay Memorial College head teacher, Samuel Mulindwa, is worried that absence of the implementation guidelines could frustrate his efforts to plan adequately for the program.

An estimated 100,000 students are expected to be enrolled into the programme. Government will provide 7 million shillings as a threshold to selected schools and a variable tuition fee of 29,420 shillings per student for each term.
