Professor Sserwanga was installed on Wednesday at the Masaka-based institution by Prince David Wassajja who represented his brother, Kabaka Ronald Muwenda Mutebi II. The Kabaka is the Chancellor of the university owned by Buganda Kingdom.
The seven-year old university has been marred by students’ riots including one in 2012, when students staged a weeklong protest demanding the sacking of the then vice chancellor Prof. Elisha Ssemakula. The students accused him of mismanaging the university.
The students also accused the university management of failing to address the poor sanitation at the university, poorly equipped library and lack of computer laboratory. The students locked Aloysius Matovu Joy, an education commissioner in Buganda Kingdom in one of the university latrines to feel the stench of what they go through.
Amid constant protests, Prof Ssemakula resigned. Prof. Isaac Kigongo Bukenya has been acting as Vice Chancellor until this week when a substantive vice chancellor was installed. Prof. Arthur Sserwanga formerly worked at Makerere University Business School before taking up his new role at Muteesa One Royal University.
Speaking at the installation ceremony Dr. Twaha Kaawaase, the Buganda Kingdom Education Minister, implored the new Vice Chancellor to take charge of the university. He challenged him to address many of the challenges the university faces including securing a much needed university charter.
Dr. Kaawaase asked Prof. Sserwanga to refocus the university to vocational training. He also ordered all the members of the university teaching staff to go back and undertake doctoral studies saying it is the only way the university can secure the much needed charter.

Gerald Wangi, the Guild President of Muteesa One Royal University said the student community expects the new Vice chancellor to address many unresolved problems. He identified some of them as lack of fully equipped laboratory and library.
Wangi claims that due to lack of a library they trek to Kampala to carry out more research work.
