Kabale Speaker Criticizes LC5 Chairman's State of District Address

Nelson Nshangabasheija, the Kabale District LC5 Chairman, faced significant challenges delivering the state of the district address on Thursday afternoon after District Speaker Flavia Nyinakiiza Kanagizi highlighted intentional anomalies in the works sector.

Traditionally, the LC5 Chairman gives the state of the district address as councilors hold their last council sitting in a financial year. However, Nyinakiiza protested after copies of the address were distributed among councilors, citing intentional anomalies in the works sector.

She demanded that Nshangabasheija explain why some roads listed for renovation in the address showed no evidence of work on the ground.

Nyinakiiza also pointed out that some roads were listed in the wrong sub-counties. She provided examples such as Kamuronko-Rurema Road and Mukabare-Mwendo Kigarama Road, which were listed as renovated but showed no signs of improvement.

A section of councilors attempted to calm Nyinakiiza, suggesting that if the Chairman failed to give the state of the district address, it would publicly shame him. Nyinakiiza argued that it was difficult to account for the funds since there was no visible progress.

Nyinakiiza further expressed frustration when Nshangabasheija deviated from discussing the road status and instead praised President Yoweri Museveni for strengthening peace in Uganda and deploying troops in Somalia, DR Congo, and South Sudan. In his defense, Nshangabasheija promised to improve next time.
