The Ministry of Health has not yet considered rescinding its plans to demote Kamukira Health Centre IV in Southern Division, Kabale Municipality, due to poor service delivery, our reporter has learned.

In November 2023, Ministry authorities led by Dr. Diana Atwiine, the Permanent Secretary, announced plans to demote the facility to the level of Health Centre III. This decision followed the discovery that the facility failed to conduct cesarean sections during childbirth.

The second-largest government health facility in Kabale Municipality, after Kabale Regional Referral Hospital, was accused of referring 57 mothers in labor between October 2022 and October 2023 instead of treating them.

Godfrey Nyakahuma, the Kabale Resident District Commissioner, revealed to our reporter on Friday that the ministry is still not convinced of the facility’s performance, despite having three doctors and an anesthetic officer.

Without revealing the latest referral figures, Nyakahuma stated that he has been tasked with monitoring any complaints against the facility and preparing a report for further action. Kedress Mutabazi, the Deputy Mayor of Kabale Municipality, attributed the problem to a lack of an ambulance.
