Cabinet Ministers shall be appointed by the President from among Members of Parliament or people qualified to be elected Members of Parliament. So says Article 113(1) of the Constitution. A seemingly straight forward instruction that nevertheless attracts criticism from those who feel that such an arrangement allows the President and his Cabinet to exercise undue influence over Parliament. This criticism has formalized into a set of proposals that are on their way to the floor of Parliament for debate. Which prompts the question what difference would such a debate make to the lives of Ugandans?
