The armed conflicts that Uganda has gone through over the years have taken a severe toll on civilian populations. In the case of Northern Uganda, civilians lost property like houses, livestock or in some countries has come to be known as ‘collateral damage.’

How should these losses be addressed? That is one of the biggest questions that President Museveni’s administration is faced with. Besides that, who should be compensated for what and how?
