Two senior civil servants in Jinja City were arrested on Tuesday by the State House Anti-Corruption Unit over allegations of corruption.
The arrested officials are Samuel Ngobi, the Sports Officer and Acting Education Officer, and Haruna Mulopa. It is further alleged that Amina Mutesi, who was involved in the illegal leasing of Spire Road School structures to Makerere University, was also implicated.
These arrests are part of a broader investigation into the mismanagement of capitation grants, including Universal Primary Education (UPE) funds, amounting to over 1 billion shillings.
Mutesi, who is currently out on bail from the Anti-Corruption Court, has been summoned for questioning as she was not present at the time of the other two arrests.
According to Mariam Natasha, the Public Relations Officer for the Anti-Corruption Unit, Ngobi and Mulopa, along with former City Education Officer Amina Mutesi, who was interdicted in 2022, are accused of diverting UPE funds to a private account associated with a Teachers’ Association.
Speaking in a phone interview on Wednesday, Natasha confirmed the arrests, stating that the officers are expected to appear in the Anti-Corruption Court in the coming days as the investigation continues to uncover all individuals involved in the misuse of public funds intended to support education in Jinja City.
