Why Isimba dam is doomed, awaiting collapse

The 183 MW Isimba dam along the river Nile was declared doomed after it developed cracks and other snags that threaten its longevity. Hydro-engineers have warned that it requires urgent fixing or else it suffers a catastrophic collapse in the event of heavy floods or increase in the water levels.

 Now the government has been pushing the contractor to fix it. The repairs would cost up to 551 billion shillings. The National Perspective this week investigates what could have gone wrong. Why would a dam that has been operational for about six years be doomed?  Can it be saved?  Who is to blame?
