140 Pump Stations Unmasked for Selling Adulterated Fuel Top story

Uganda National Bureau of Standards (UNBS) in collaboration with the Energy and Mineral Development Ministry has named 140 pump fuel stations found guilty of selling adulterated fuel. The name and shame list covers the periods between October to December 2015 and January to March 2016. 

The tests looked at adulteration of petrol and diesel, parts per million and relative standard deviation. In a statement, the Commissioner Petroleum Supply Department, Frank Tukwasibwe, says all the Pump stations listed were faulted during routine inspection under the fuel marking and quality monitoring programme.

The affected pump stations include licensed and unlicensed ones, most of which are located outside Kampala. Tukwasibwe says the culprits were penalized and were or are to be sealed by the Ministry's enforcement team, adding that specific measures have been taken. 

For licensed petrol stations, the defaulters have been issued with default notices and sealed off till they take remedial actions with a promise not to commit such a default in future. Unlicensed Pump stations will remain sealed off until their status is regularised in addition to undertaking remedial actions.

Other multiple defaulters are Bytrust in Kampala, Hariro in Mbale, Kikagati Kagera in Isingiro, Makawa Idudi in Iganga, Mawumo in Luuka and Mukono, and Mogas in Lukaya, Masaka, among others. Some of the relatively big pump stations implicated are Kobil, Petrocity, Mogas, Moil, Star, Africa Oil, Don, Geoil, Hared, Kavango, Mawumo, Stabex and Super Dembe.

The worst affected districts are Wakiso, Kampala, Mayuge, Kamuli, Jinja, Iganga, Mukono, Mbale, Mubende, Mityana, Luwero, Butaleja, Kayunga and Masaka. Most of them are in eastern Uganda. Others are Kiryandongo, Isingiro, Nakaseke, Oyam, Luuka, Kiboga, Kyankwanzi, Mbarara, Kibale, Kanungu, Koboko, Apac, Lira, Kyegegwa, Mpigi, Kotido and Masindi. 

Some of these districts like Koboko, Apac, Kibale, Nakaseke, Kanungu and Kotido are remote, explaining why they are targeted by fuel dealers. The ministry says it will ensure petroleum products on the Ugandan market comply with set standards and that they offer value-for-money to the citizens in a free and fair competitive environment.

According to statistics from UNBS, failure rate of petrol stations has dropped from 29.1 percent in November 2009 to 1.1 percent in March 2016.
