Jimmy Akena, the Lira Municipality Member of parliament has scoffed at the recommendations by a Commission of Inquiry appointed by the Uganda People's Congress party leadership under Dr. Olara Otunnu.

On June 23rd Dr. Olara Otunnu, the incumbent UPC party president appointed an Independent Commission of Inquiry led by Professor Patrick Rubaihayo to investigate the conduct of Akena and his supporters during the verification of nominations of candidates for party presidency.

It came after Akena and his supporters overran the UPC offices at Uganda House and threw out Otunnu and his administration. Akena also went ahead to declare himself UPC president. On Thursday last week, the Commission handed over is report to Otunnu.

While handing over the report Professor Patrick Rubaihayo noted that reports gathered from party members showed that the nomination return data for the presidency of the party was altered when Akena's wife Betty Amongi took over the recording of returns.

The Commission therefore concluded that Akena wasn't elected legally and therefore ordered for fresh polls. This afternoon Akena and his supporters scoffed at the Commission findings.

Higenyi Kemba, who spoke on behalf of the Akena noted the Commission was instituted illegally as per the ruling of the high Court on March 13th that declared Otunnu a defacto president.

Kemba argued that Rubaihayo is a lukewarm member of the party and not an all-timer and a personal enemy to Akena. Akena's groups also dismissed Prof. W.W Anokbonggo, a member of the Commission saying he was not a UPC party member.

A seemingly determined Jimmy Akena said Rubaihayo's group has no powers to tell him to vacate the party headquarters when they were given powers by the delegates and members of the party.

Akena also argued that there are no established guidelines for the disciplinary committee to punish him.

The Akena committee said that none of the recommendations of the Rubaihayo report affects them since the report is not directed to any organ of the party for implementation.

Those on Akena's committee include Amon Bagarukayo, Ofwono Charles, Omino Tom, Richards Angweri, Andrew Omara, Dr. Akomo Gideon, Kulabako Night Aroma and Patrick among others.
