Bubare Sub county leadership Insists on Joining Mbarara Municipality

The leadership of Bubaare Sub County in Mbarara municipality is protesting the decision by local government minister Adolf Mwesigye to block the move by Mbarara municipality to annex the sub county.

Bubaare Sub County is one of the six sub counties that were annexed by Mbarara municipality early this year in its on ongoing quest for a city status. The others are Kakiika, Biharwe and Nyakayojo sub counties. However, in a June 25th 2014 letter addressed Mbarara municipality and district authorities, Mwesigye blocked the decision saying Bubaare sub county acts as a bridge between the two counties of Kashari and Rwampara.

Kanene says the minister’s decision has disorganized their planning as a sub county since they have been left out of the budgeting process by both Mbarara municipality and the district. He says all the sub county projects have stalled since they were neither included in the district or municipal council budget. 

John Bosco Byaruhanga, the speaker Bubaare sub county says the minister should have first consulted the sub county leadership on the proposed merging of the sub county with the municipality before single handedly taking a decision.

Byaruhanga says as a sub county they will not bow to the minister’s decision.

A section of Bubaare residents are also opposed to the decision of the minister. Mzee Enock Kwatagye, a neighbor to Bubaare sub county headquarters says they are ready to petition president Museveni to help them remain in the municipality.
