Benson Murangi, a resident Muyanje in Bubare Sub County, says his home is just 2.5 kilometers from Kabale town, which costs him Shillings 2000 on transport. He however, says that once Bubare sub county is placed under Rubanda he will need to connect to Kabale town and board a taxi at Shillings 5000 to go to Murole, which is unfair for residents.

Bubare sub county residents in Kabale are opposed to the proposal to place their sub county under the new Rubanda district. Rubanda district, which is being curved out of Kabale, will be operationalized on 1st July 2016. The new district will comprise of all sub counties under Rubanda East and West counties.

However, the residents Bubare sub county are opposed to the decision to place them under Rubanda district. They argue that the new district will be headquartered at Murole Sub County, about forty kilometers away yet Kabale district headquarters is only five kilometers away.

They contend that placing them under Rubanda will defeat the purpose of creating new districts, which is to bring services closer to the people. They want Kabale district council to review the boundaries of the new district excluding their sub county.

James Kanyeishamba, another resident of Bubare Sub County blames the mess on the failure by the authorities to consult residents before the boundaries of the new district were created. Kanyeishamba wants the boundaries of the new district to be revised because they are interested in effective service delivery.

Patrick Besigye Keihwa, the Kabale District LC V chairperson has confirmed receiving the petition from Bubare sub county residents and forwarded it to the responsible ministry.
