Bugembe Town Council Decries Poor Road Maintenance

Residents of Bugembe town council in Jinja district have raised complaints about bad roads that have not been maintained for the last one year.
 
This has caused protests in Nakanyonyi, Budhumbuli and Katwe. The residents this week matched to Bugembe town council offices, planted banana stems in roads and also closed some roads with stone boulders.
 
The roads are impassable with galleys caused by torrential rains that set in for the last three months.
 
The most affected roads are Gulume, Nabongo, Nakanyonyi, Esakwa, Maternity, Saza, Katwe, Budhumbuli loop, Kisenyi, Mufumba and Wanyama.
 
Ben Kulaba Bugembe, the Bugembe town clerk, says there is poor routine maintenance due to lack of funds. Kulaba says the town council receives 120 million shillings meant to pay road maintenance staff, purchase fuel, repair equipment and also buy road repairing materials. For every kilometre of roads, the town council uses 70 million shillings.
 
He says at least government should increase the amount of money for roads to 1billion shillings per year.  Bugembe town council has at least 40 kilometres of marram roads to repair each year.
 
George Matende, a resident of Budhumbuli East, accuses the leadership of Bugembe of not prioritizing roads within the centre of the town council. He says many times the traders get stuck with merchandise on vehicles meant to get to the shops due to bad roads. This has increased their costs of transporting goods as they are required to hire people to offload and carry the goods to the shops.
 
Moses Samanya, secretary Wanyama Village local council, says it is political bickering and disunity that has delayed the repair of roads in Bugembe town council.
 
Steven Wante Bugembe, the Bugembe  town council chairperson, blames the poor roads on corrupt officials. He names the town council Engineer Charles Mugweri, Olivia Mutesi and Ben Kulaba the town clerk who are being investigated for misappropriation of funds meant for service delivery in Bugembe town council. The three officials have not commented on the story.
