Butaleja district Council will on Thursday this week hold a special session to mourn the late Cerinah Nebanda, the district Woman Member of Parliament who died on Friday. Moses Hiriye, the Butaleja district speaker told URN that councilors and the district leaders want to pay a special tribute to late Nebanda in the special session before she is laid to rest.

Hiriye said Nebanda, who automatically became an ex-officio in the council after her election victory in February 2011, played a big contribution on issues of development during the several council sessions that she attended.
He said her advice on key development issues discussed in the district council helped the council to make decisions that have helped steer development in the “young” district. Butaleja, formerly Bunyole County in Tororo district, was created in 2005 by an Act of parliament.
Hiriye described the late legislator as a young, dynamic and visionary leader who dared where many feared. He said no coercion, intimidation or threats made her lose focus but fought for equality, fairness, accountability, good governance and transparency, something he said she will most be remembered for.
Jospeh Muyonjo, the Butaleja District Local Council chairman, said on Monday that a meeting was to be held between his office, Clerk to Council, the council speaker and that of the Chief Administrative Office to conclude the arrangements for the special council session.
Muyonjo described late Nebanda as a focused government critic who will be remembered for her outspokenness, development-oriented thinking. Muyonjo said she always endeavored to bring supporters of all political parties in Butaleja together. He said the district will miss her for her frankness.
The 24-year-old legislator died suddenly on Friday night while at Mukwaya General Clinic in Nsambya, Kampala, where she was rushed by a man believed to be her lover.
She had complained of stomach pain before she collapsed just hours after she had her lunch at a yet to be identified place in Munyonyo, where she was reportedly attending a workshop.
Her body will on Tuesday be brought to Parliament for public viewing from 11:00am, before a parliamentary session slated for 2:00pm in which the state will pay tribute.
According to Hellen Kawesa, the Parliamentary Spokesperson, her body would later after the special session be taken to her mother’s home in Entebbe for a night vigil before it is transported to Butaleja on Wednesday.
Butaleja District LC V chairperson said they have declared Wednesday December 19th on which Nebanda’s body will arrive in the district as a day for mourning. He said her body will be at the District Headquarters for public viewing from 10:00am to 4:00pm before it is taken for another night vigil at her home in Butunga in Butaleja town council.
He said a special council meeting to pay respect to her body will begin from 8:00-10:00am on Thursday before she is laid to rest at 4:00pm in Butunga.
