Crime Intelligence Officer Arrested for Shooting KCCA Staff

Police has arrested Special Police Constable (SPC) Albert Muhumuza, a member of the Crime Intelligence for shooting a Kampala Capital City Authority (KCCA) official Henry Kakooza.

Kakooza was last evening rushed to Kadic Hospital after one of the three bullets fired by Muhumuza hit him as he was passing near Sunset Arcade on Kampala Road.

In a statement recorded at the Kampala Central Police Station, Muhumuza said that he was attacked by traders at Sunset Arcade where he had been part of officers that carried out an operation at the Arcade. In self defence, he fired three bullets in the air, one of which accidentally shot Kakooza, he added.

"I had returned to pick my motorcycle which I left as I escorted the suspects to CPS when the traders started throwing stones at me. I removed my pistol and fired three bullets in the air. Unfortunately, one of the bullets hit a person that was passing by," reads the statement in part.

Kampala Metropolitan Police spokesperson Patrick Onyango says the scuffle resulted from arrest of an electronic dealer who had bought a stolen Television Screen LG 49Inch.  The Screen was stolen by Bashir Katongole from his mother's House.

Hasfa Bbosa, the suspects' mother had earlier agreed with his elder son whose identity has been withheld by police that they would sell the television and share the money before he returned to Dubai.

"Bashir, the suspect stole the television before the brother could access it at their mother's home. A complaint was filed at Kampala Road Police post," Onyango told URN. Yesterday, the mother on advice of the police tricked Bashir to meet in town through the sisters.

Onyango adds that "the moment he was spotted, he was arrested and asked to show where he sold the TV. At sunset, the traders tried to resist and enforcement was called from CPS."

It is yet to be established what Muhumuza, an intelligence officer was doing in the operation.

Muhumuza was first cited among the group moving behind Dr Besigye in a van after the brutal arrest of the then Forum for Democratic Change (FDC) president at the Mulago roundabout in April 2011.

At the time, the group was under the leadership of Ali Musa now deployed at Criminal Intelligence Directorate headquarters.
