Ghost Teachers to Blame for Declining Education Standards

The presence of ghost teachers and pupils, poor remuneration and lack of clear supervision by the district officials still hamper the quality of teaching and learning in Uganda.
 
Ministry officials say there are still ghost schools and staff in existence that are draining huge amounts of money from the government.
 
These factors were noted during the Education Sector review meeting that ended on Wednesday.
 
Other conditions that were identified during the two days event were; poor learning environment for teachers and pupils, inappropriate transfer and inadequate intake capacities of teacher training colleges.
 
Jessica Alupo, the Minister of Education and Sports, acknowledges the problems. Alupo says her ministry has noted with concern the issues affecting performance particularly in primary schools. She says they are working to ensure that the basic facilities and requirements are put in place to address the challenges the schools are facing.
 
On the issues of persistent absenteeism and ghost schools, teachers and pupils, she says government will strengthen the existing offices both at district level and national to intensify supervision and inspection. She says the Director of Education Standards will be expected to provide quarterly reports to the top management of the ministry for effective action.

She says through instituting good management measures, such problems will be sorted out.
 
Dr. Rose Nassali Lukwago, the Permanent Secretary in the Ministry of Education, says the ministry will work to achieve better results. She says much as there are still funding gaps, efforts are being made to ensure that the necessary resources are provided.
 
She has directed the commissioner for planning to start the process of identifying resources to help district education departments to ensure that quality teaching and learning is achieved.
