In short
Niwagaba sought a certificate for his Bill immediately after being granted leave by parliament last month to introduce the Private Member’s Bill for its first reading. However, he has since not acquired the Certificate of Financial Implication despite a letter dated 18th September from the Clerk to Parliament, Jane Kibirige, to the Finance Ministry Permanent Secretary Keith Muhakanizi, requesting for issuance of the Certificate.
