Government has started the process of establishing an autonomous modern heart institute facility in the country. The Institute  will cost 64 million dollars to set up and is expected to treat 6000 heart patients per year.
 
The decision to establish the institute follows a cabinet decision to grant the current Uganda Heart Institute (UHI) under Mulago Hospital autonomy. UHI has been given the mandate to undertake and coordinate prevention and treatment of heart diseases in Uganda.
 
State Minister in charge of Primary Health Care Sarah Opendi Achieng says that government is in the process of tabling a bill entitled The Uganda Heart Institute Bill 2013.
 
Cabinet approved the Bill in 2013 on September 25.
 
Following the approval of principles by cabinet, the Health Ministry has already directed the first Parliamentary Council to draft the Heart Institute Bill to be presented to Parliament and eventually be passed into an act.
 
The act will seek to ensure that the Heart Institute becomes a centre of excellence in training, research, treatment and provide consultancy services in the field of heart diseases.
 
Opendi believes an independent fully functioning institute will help cut down on costs of treating heart diseases. She hopes the institute will also cut down on the number of cases that have to be referred abroad for treatment.
 
Opendi explains that the process to get an autonomous heart institute has been in the pipeline since a vote for it was passed in the 2008/2009 financial year budget. She insists the government will mobilize resources to make it fully fledged on top of the 5.1 billion shillings allocated in this financial year’s budget to the institute.

In 2001, the Uganda Heart Institute was legally established as a semi-autonomous unit under Mulago Hospital as a company limited by guarantee with the founding bodies as Mulago Hospital, Ministry of Health, Makerere University and Uganda Heart Foundation.

Modern Cardiac Services in Uganda started in 1956 in Mulago Hospital with just a clinic called the Cardiac Clinic and later that year a functional cardiac laboratory was established as a department of internal medicine in the Hospital.
