Hoima Municipal Engineer in Trouble over Shoddy Construction

Mbabali Irumba, the assistant engineer Hoima municipality has been arrested over allegations of mismanaging construction works at Hoima Regional Referral Hospital. Irumba was picked up by operatives from the Inspectorate of Government on Tuesday and whisked off to Kampala.


Irumba is accused of certifying the construction of a patients shade and pavement at Hoima Referral Hospital yet the work was incomplete. In a letter dated June 13, 2011 Raphael Baku, the Inspector General of Government says that basing on certificate Abazuwa Construction Company was paid a sum of 97,653,732 shillings for the incomplete works.
 
 
IGG investigations established that instead of the 988 square meters of the hospital’s compound that was supposed to be paved by the contractor, only 833 were constructed making a difference of 155 square meters. Baku stated that as a result of this, government lost shillings 7,165,000 which he ordered the engineer to refund within 60 days in vain.
 

Michael Ojok, the mid western region Inspectorate Officer says that Irumba is due to appear in court for causing a financial loss to government. He says that their investigations had also unearthed a lot of anomalies on the part of the engineer which resulted in irregular payment to the contractor. Dr. Simon Byaruhanga, the acting Hoima hospital director declined to comment on the matter when reached on phone.
