Three Hoima youth leaders have been arrested over alleged mismanagement of funds raised from hiring out a tractor.

The leaders were arrested on Thursday on the orders of the Hoima  Resident  District Commissioner (RDC),  Isaac  Kawooya. He said the arrests were prompted by complaints by a group of youth who reported to his office about the poor accountability of the tractor funds.

Those arrested include; Julius Byesigwa, the district youth chairperson, his Vice Andrew Rwenkya and Geoffrey Murungi, the district youth councilor.

The tractor was donated to the youth by President Yoweri Museveni last year. The tractor is meant to help youth farmers at subsidized rates. URN has learnt that the tractor was being hired out at between Shillings70,000 to 80,000.

But according to RDC Kawooya, no accountability has been made for the funds raised,yet the tractor has been working. On interrogation by Kawooya, Byesigwa claimed that 790,000 realised from the tractor services was in the Youth account in Dfcu Bank, contrary to claims by the complainants that the money should be 3.4million.

Kawooya now wants the youth leaders to clearly account for the funds.The RDC has also directed for the arrest of the tractor driver Fred Balikenda to explain circumstances under which its battery was stolen.

The trio is now in detention at Hoima central police station,however Zakaliya Mbabazi,the Hoima District Criminal Intelligence and investigation Officer declined to comment on the matter, saying he was yet to receive the file.

This is the second tractor donated to the district youth by President Museveni whose funds are being mismanaged by Hoima youth leaders. The first one got grounded and towed to Hoima police station three years ago.
