IGG Investigating Lira District Over Fraudulent Award of Contracts

The Inspectorate of Government is investigating Lira District for the alleged fraudulent award of contracts. The investigations stem from a letter by Local Government Minister Adolf Mwesige. The minister petitioned the Inspectorate of Government calling for investigations into the alleged fraudulent award of contracts and abuse of procurement laws by Lira District Local Government.
 

In his letter, Mwesige singled out the reported irregular award of the contract for the purchase of Lira LC V chairperson's vehicle and revenue management contract at Amach Market in Amach Sub County. The minister's decision was prompted by an April 17th petition by Erute South Cooperative Society, which lost the contract to handle revenue collection in Amach market.

 
Erute South Cooperative Society accused the district of unfairly terminated its contract to manage revenue collection in the market. The contractor was awarded to Lira Cyclist Association, a group of boda boda operators in Lira town. Munira Ali, the IGG spokesperson says investigations into the complaints are ongoing.

 
She also says they have received complaints from other stakeholders about the fraudulent awards of contracts by Lira district local government. In April, 2015, Sam Engola, the State Minister for Housing also accused Oremo's administration of promoting corruption and bad governance in the district. 



Alex Oremo A lot, the Lira district LC V chairperson denies any wrong doing saying all the contracts were awarded in line with the Public Procurement and Disposal of Public Assets Act. He attributes the petition to internal disputes in the ruling National Resistance Movement party.

 
Patrick Okwir, the NRM Chairperson Bar Sub County and member of Erute South Cooperative says their complaints against the district are genuine and should be investigated.
