Investigators Recover UGX 1.5B Stolen NAADS Funds

At least 1.5 billion shillings has been recovered in the ongoing joint investigations into the mismanagement of the National Agricultural Advisory Services-NAADS Program in twelve districts. In 2011, President Yoweri Museveni directed the directorate of criminal investigations and Directorate of Public Prosecution to investigate the mismanagement of the NAADS program across the country. A source in the CID directorate, who didn’t want to be named because he is not authorized to speak to the media, told URN that the investigators decided to start with 12 selected districts.

The districts are Mbarara, Nebbi, Iganga, Luwero, Kibaale, Amuru, Kanungu, Buliisa, Isingiro, Kole, Bukedea and Lira. The team handled 73 case files related to the theft of NAADS money in the selected districts.

According to the progress report a copy of which URN has obtained, the investigators opened six criminal files in Mbarara district; four of which were prosecuted in court. The implicated officers were charged with abuse of office, causing a financial loss to the district and forgery. The suspects were found guilty and fined shillings 23 million, in addition to being barred from holding public office for the next ten years. Police also recovered 13.6million shillings from the officers. 

In Nebbi district, six files were opened, four of which were investigated and closed due to lack of sufficient evidence. The investigators recovered 27.2 million shillings. In Iganga, the investigators opened ten files related to causing a financial loss.  Five of the files are still being investigated, while two are before court. The team recovered shillings 29.5 million. Shillings 1.2 billion was recovered by the investigators in Lira district.
 
According to the report senior district officials including, the Chief Administrative Officer, NAADS Coordinator and Chief Finance Officer were implicated for the misappropriation of NAADS money. The team also recovered shillings 30 million from the officers and forwarded their files to the DPP for a final decision on the matter. According to sources in the CID, the implicated officers in all the affected districts have been asked to refund the money to avoid being prosecuted as suggested by President Yoweri Museveni.
 
The team is expected to launch investigations in ten other districts this financial year. In 2010, President Yoweri Museveni suspended the NAADS program over the alleged mismanagement of funds. He ordered a financial audit of the program after touring various districts to inspect the progress of the program and heard chilling stories from the beneficiaries, where residents accused technocrats for mismanaging the program.
