Police Reshuffle: Walk to Work Commander Back In Kampala

In a mini police reshuffle just hours to the announcement of the Presidential election results, James Ruhweza has been appointed the Kampala Metropolitan Area Operations commander.

The Inspector General of Police (IGP) Kale Kayihura has re-instated Assistant Commissioner of Police (ACP) James Ruhweza as Kampala Metropolitan area operations commander.
  
The move comes just hours before the Electoral Commission announces the winner of the 2016 presidential elections the opposition say has been massively rigged in favour of President Yoweri Museveni.
  
Ruhweza is a former Divisional police Commander (DPC) Kira Road and Central Police Station (CPS) who was later appointed Regional Police commander (RPC) Kampala Metropolitan Police (KMP) south was transferred out of the city centre at the end of 2014.
  
He commanded some of the operations against the Walk to Work, a wave of protests spearheaded by the opposition shortly after the 2011 elections. It was during one of those protests that, on April 21, 2011 at Mulago round-about in Kampala, FDC leader Kizza Besigye was battered during arrest. He spent three weeks in a Nairobi hospital before returning on May 12, the day President Museveni was being sworn in for his fourth elective term.
  
According to a mini reshuffle announced by the police, Ruhweza is now back in Kampala as Operations commander.
 
 ACP Francis Chemusto takes over as Regional Police Commander Elgon region where Ruhweza has been.  The commander for Malaba region ACP Andrew Kaggwa returns to the City Centre barely 5 months after he was transferred as the RPC Kampala Metropolitan South.

Superintendent of Police Alfred Bagambaki leaves Kampala Metropolitan North where he has been the Deputy RPC and replaces Kaggwa as the RPC Malaba.
  
Deputy Police Spokesperson Polly Namaye says the transfers are normal and take immediate effect.
  
The transfers were prompted by failure by the current commanders to handle the demonstration in Kampala this week when the police held running battles with supporters of the Forum for Democratic Change (FDC) presidential candidate Kizza Besigye.
  
A reliable source who works in the office of the IGP told URN that the transfer was ordered by State House.
