The council of karimojong kraal chiefs has given government an ultimatum of two weeks to negotiate with them on issues affecting karamoja or face an armed conflict in the region. Achille Tolok a kraal chief in the Pian clan and the council's spokesperson blames the government for isolating Karamoja for so long. He attributes the biting poverty levels and famine to neglect by the government. He claims that ten people have so far died of hunger in the last two weeks. The wealthy war-lord says if the two weeks elapse without any positive response from government, an all out offensive will be launched targeting government facilities and installations. He demands that the government's negotiation delegation be constituted of the president and ministers. Internal Affairs Minister Ruhakana Rugunda however differs. He says if the warriors' concerns are authentic, they should be channelled through the district leadership. Rugunda says that the government is always willing to negotiate but rejects the warriors ultimatum. He says if warned Achille and his group against threatening war on the government which is an offence.
