The Inspector General of police Kale Kayihura has transferred recently promoted Assistant Commissioner of Police Godfrey Matte from Kasese, where he has been the District Police Commander to Jinja, as the Regional Police Commander.
He replaces Jinja Region Police Commander Edgar Nyabong, who has been deployed to the Joint Operation Command. His former post in Kasese will be taken over by Superintendent of Police Vincent Mwesigye from Iganga.
Also transferred is Senior Superintendent of Police Richard Okullu from Katwe to the Anti-Stock Unit as the Zonal Commander in Amuru district and Assistant Superintendent of Police Nasibu Nditta who is moving from Ibanda to Iganga as the District Police Commander.

Among those whose promotions were queried was Matte, who skipped the rank of Senior Superintendent of Police from Superintendent of Police. After the promotion, Matte was a rank higher than the Rwenzori East Region Police Commander, Senior Superintendent of Police Bob Kagarura.
A source at Police headquarters told URN that the IGP Kale Kayihura is investigating circumstances under which Matte's name was sneaked onto the promotion list.
The undisclosed petitioners altogether queried nine promotions which they say were inconsistent with Police standards. The queried names include Fortunate Habyara, Nickson Agasirwe, Susan Kasingye, Zurah Ganyana, Godfrey Matte, Lt Col Ndahura Atwooki Birakurataki, Charles Asaba and Aaron Baguma.
The promotions put Fortunate Habyara two ranks higher than his boss in the Professional Standards Unit after his elevation to the rank of Commissioner of Police while Jonathan Baroza, an assistant to Inspector General of Police Kale Kayihura also skipped two ranks to attain the rank of Assistant Commissioner of Police.
Nickson Agasirwe, an officer who joined the police as a Special Police Constable was elevated to the rank of Senior Superintendent of Police without undergoing mandatory police training. The other is Susan Kasingye who was promoted to the rank of Senior Superintendent of Police skipping the rank of Superintendent of Police.
The other was Zurah Ganyana, a daughter to Police Director of Administration Moses Balimwoyo, who was promoted to the rank of Senior Superintendent of Police. However, reports emerged that her promotion was not recommended by the Public Relations department where she is stationed.
Aaron Baguma, the Central Police Station Commander who is facing murder charges for his role in the infamous pine murder scandal, was promoted to the rank of Superintendent of Police despite his current predicament.
