According to the communication from Kayihura, Kagarura moves to Sezibwa region and will be replaced by Deo Obora who has been in Sezibwa. While Vincent Mwesigwa has been transferred to Bwera as DPC and replaced by Sam Odong who has been in Luuka.

The Inspector General of Police, Kale Kayihura has with immediate effect transferred Bob Kagarura, the Rwenzori East Regional Police Commander and Kasese District Police Commander, Vincent Mwesigwa following the tension in the region.

According to the communication from Kayihura, Kagarura switches places with Deo Obora who has been in Sezibwa region. While Vincent Mwesigwa has been transferred to Bwera as DPC and replaced by Sam Odong who has been in Luuka.

Kayihura has also divided Kasese District into Hima and Kasese Municipal Police divisions under the command of Divisional police Commanders (DPCs). Sam Suubi is the Commander of the newly created Hima Police Division.
The change comes at a time when Kasese residents are up in arms against security forces. The tension stemmed from the shooting of four people in Hima last week by police and Uganda People's Defense Force (UPDF) soldiers. 

 Police also shot two other residents at Kasenyi in Hima Division over the weekend heightening the tension further. The tension was triggered was triggered by clashes over the disputed local council polls.
