Kibaale district local government is grappling with an acute staff shortage, which has forced the available workers to take on more than one responsibility. Emmanuel Ssenoga, the Kibaale Chief Administrative Officer says the most affected departments include the registry, District planning Unit, Education and Health departments amongst others.
 
He says about 40 key positions at the district are vacant.Ssenoga explains that some of the vacant posts were advertised in the last financial year but they didn’t receive suitable applicants.He says that as a result of the staff crisis, some of the district officials have taken over the roles of two offices.
 
Save Mothers Giving Life, a NGO have also helped to recruit health personnel to supplement the existing staff in various health centers. George William Namyaka, the Kibaale District LC V chairperson has confirmed the problem of staff shortage saying it is affecting service delivery to residents.
 
Tobius Kabagambe, the Kibaale District Service Commission secretary says the staff crisis has been complicated by lack of funds.
