In short
Expedito Byensi, the Nyakabande Sub County representative, faulted the speaker for adjourning the council meeting prematurely, saying they wanted a written apology from the Chairperson.

Abel Bizimana, the Kisoro LC V chairperson has apologised for using abusive language and labeling his councilors M23 rebel collaborators. Bizimana shade tears as he knelt down and apologised to the councilors during a special council session held at the district headquarters this afternoon.

The council session was prompted by a petition by 24 district councilors on February 20th 2017 to the speaker asking him to convene a meeting to discuss the security situation in the district and remarks attributed to the LC V Chairman.

It came after the LC V chairman was quoted by a section of the media labeling councilors as M23 rebel collaborators, saying they were luring young people to join the rebel ranks to get dollars, ivory and gold. However, Bizimana failed short of mentioning the names of the councilors involved.

The claims by the LC V chairperson drew angry reactions from the councilors. They accused Bizimana of running to the media without any evidence to back his claims and promoting hatred. They embarked on collecting signatures for his censure.

This afternoon, Bizimana knelt before the council and apologised over the remarks, saying he was misquoted by the media. No sooner, had Bizimana knelt down to apologise, than the speaker, Amos Hakizimana adjourned the house, saying the apology was enough.

However, a section of the councilors wouldn't have any of this. They accused the speaker of favoring the LC V chairperson and denying them a chance to table their final resolution on the matter.  The District Youth Councilor, Johnson Ahishakiye, said the decision to adjourn the council before hearing from the councilors was uncalled for.

He said it was unfair to give them a chance to speak out on the allegations leveled against them by the chairperson.

However, Anent Kansiime, the Kanaba and Murola Sub Counties Female councilor has thrown her weight behind the speaker, saying the apology of the LC V chairperson was sufficient. Amos Hakizimana, the Kisoro District Speaker has defended himself, saying he gave the councilors ample time to discuss the matter.
