Kole District CAO interdicted over Abuse of office

Kole district Chief Administrative Officer Suleiman Jalwiny is interdicted following accusations of abuse of office and causing financial loss to the district lodged against him.

District councilors initially petitioned the ministry of local government over the gross misappropriation of over UGX 500 million meant to implement for the construction of roads as well as learning and health facilities.

Jalwiny’s interdiction comes a few weeks after his arrest. He was arrested together with James Atuhairwe, the district engineer, Maxwell Odic, the chief finance officer, Sylvester Enyeny, the sub accountant in charge works department and Moses Each, the Kole town clerk.

In a letter dated December 6th 2013 and signed by Patrick K. Mutabwire on behalf of the permanent secretary ministry of local government, Jalwiny was blamed for failing to supervise  implementation of  various government projects among other reasons.

“There is mismanagement of vote on accounts funds and water funds through inflation of figures against workload. Funds were deposited not to the district engineer’s account and his assistant which put the funds at risk of being misused.”The letter reads in part.

Baraza Ogazu Kole Resident District Commissioner says the CAO had failed to manage government funds.

Ogazu adds that huge sum of funds were transferred to personal accounts of the district engineer.

Robert Oming a councilor representing Bala Sub county at the district headquarters and one of the petitioners welcomed the decision to interdict Jalwiny and adds that because of their actions, all roads in Kole district are in an appalling state.

Jalwiny has however denied any wrong doing saying all actions were fully commissioned by the district LCV chief Peter Ocen, an allegation which he has denied.

Manshur Suwed, the Central North Police spokesman says investigation in to the alleged mismanagement of funds is still ongoing.

Jalwiny has been replaced by Alex Felix Majene as the acting chief administrative officer.
