Lack of Utilities in Kalangala Health Facilities Hinders Service Delivery

The absence of utilities at several health facilities in Kalangala district is affecting service delivery to patients. Several health facilities in the district like Kalangala Health Center IV, Kyamuswa Health center IV, Bufumira Health Center, Lulamba health Facility, Mazinga and Bubeke health facilities lack utilities like power, water and sufficient lavatories.

 

Some of the utilities were paid for in the past by Kalangala Comprehensive Public Health Services Project. However, Kalangala Comprehensive Public Health Services Project lost funding in March this year. As a result, the facilities are now dependent on the Primary Health Care (PHC) funds from the Health Ministry, which are inadequate.

 
For Instance, Kalangala Health Center IV, the Island's main health Facility receives Shillings 28 million each month. However, it only receives Shillings 3.6 million from the Health Ministry to cater for utilities. As a result, Kalangala Health Center IV is unable to operate optimally, which affects service delivery to patients. 


Nine people included two expectant mothers died last year in boat accidents as they were traveling to seek better medical care because of poor health services at Kyamuswa Health Center IV and Kachanga health Center II. Now, residents want government to rehabilitate the facilities and improve utilities to enable them get better health care.

He says health center II and health Center IIIs need not more than Shillings 250 million for rehabilitation and maintenance. The Kyamuswa County Member of Parliament, Carolyn Birungi Nanyondo says well as they have reminded government on several occasions that Kalangala is a hard to reach area, nothing has been done.

Willy Lugoloobi, the Kalangala District chairperson, says government also needs to increase the budget of the District Health Department and elevate Kalangala health center IV to a hospital such that it can be ably handle all illnesses.
 
The district annual health budget for utilities stands at Shillings 90 million.
