Luke Nyeko, Kitgum LC V chairman has rejected a directive from Adolf Mwesige, the Local Government minister to reinstate David Kawooya as acting district Chief Administrative Officer. On 15th February, 2012, Mwesige wrote a letter to Kitgum district local government to reinstate Kawooya as acting CAO.

 
Mwesige also copied the letter to the state minister for local government, permanent secretary ministry of local government, Kitgum Resident District Commissioner and Kawooya. In his letter, refers Nyeko to Article 188 that calls for smooth working relationship amongst relevant organs in the district for adequate service delivery to the community.

 
But Nyeko will not have any of this. He insists as a district, they have made their position clear to have another person serve as acting CAO instead of Kawooya. Nyeko says that he has refused to honor the letter saying that it appears forged, adding that he will travel to Kampala to confirm whether indeed Mwesige wrote the letter and inform residents accordingly. The controversy over the appointment of the CAO has grounded work at the district affecting service delivery to residents.
 

Kawooya was appointed acting CAO after Charles Otai was interdicted from office for alleged abuse of office. Recently, Otai wrote to the ministry of local government introducing James Okello P’Okidi as the caretaker officer but his appointment was rejected by the ministry.
