Luweero Procurement Officer Interdicted Over Corruption

Siraje Kiddu, the Luweero Procurement Officer has been interdicted form officer for alleged corruption and abuse of office. Kiddu was interdicted by Christopher Kyomya, the Luweero Chief Officer who has ordered him to hand over office to his deputy Godfrey Ssempagama to pave way for investigations into the allegations against him. 

In the interdiction letter seen by URN, Kyomya accuses Kiddu of soliciting bribes from contractors under the Community Agriculture infrastructure Improvement programme-CAIIP, awarding himself various contracts through a fictitious company identified as Ensols and failure to nominate an independent evaluation committee for CAIIP in breach of section 37 of the Public Procurement and Disposal of Assets act.
 
According to Kyomya, despite repeated advice and warnings, Kaddu decided to manipulate PPDA guidelines and appoint himself as the evaluations officer for reasons best known to him. Kyomya has promised to constitute a committee to investigate the allegations against the officer, adding that he will be given chance to defend himself in person and writing. Siraje Kiddu, the embattled senior procurement officer has declined to comment on his interdiction saying that he will defend himself at an appropriate forum not in the media. Kiddu told our reporter to go and write whatever he has seen in the interdiction letter. A section of residents and councilors have welcomed the interdiction of Kiddu but asked the CAO to action against the entire procurement unit because it had failed to live to their expectations.

James Sserwanja, a resident of Luweero town council says the district is stuck with millions of shillings on its account meant for sinking boreholes as a result of a botched procurement process. The procurement exercise was suspended after one of the companies petitioned the Public procurement and Disposal of public assets Authority in Kampala. The interdiction of Kiddu comes at a time when Abdul Nadduli, the Luweero LC V chairperson and John Chrysostom Muyingo, the Bamunanika Member of Parliament are querying shoddy works in the district.
