Masaka District Roads Committee Blocks Diversion of USMID Funds

Masaka District Roads Committee has blocked a proposal by Masaka Municipal Council to divert funds from the Uganda Support to Municipal Infrastructure Development-USIMD Project to work on some roads under the central government. 

USIMID is a World Bank funded project under, which government secured a loan to help selected municipalities to improve their infrastructure.



Masaka municipality is one of the urban councils benefiting from the project. The others are Mbale, Fort portal, Soroti and Mbarara among others.
 
 
Recently Masaka Municipal authorities proposed to spend Shillings 30 billion from the second phase of the project to work on central government roads in the area.



In his letter to the Works and Transport Minister, the Masaka Mayor, Godfrey Kayemba Afaayo indicated that they would spend the money to work on the 13 kilometer stretch of Nyendo-Masaka that is in very bad shape.



He explained that government has taken too long to work on the road despite it featuring on several national budget framework papers.  The municipality proposed to undertake the project as soon as the USMID money is released in July.
 
 
However, Masaka District Roads Committee has raised a red flag on the proposal, saying it is illogical for the municipality to divert money to projects out of its mandate.
 
 
The Committee asks the municipality to instead press government to fulfill its obligations to the area other than wasting funds meant for addressing the municipality's infrastructure needs.

Mulindwa argues that the USMID project funds cannot even satisfy their local road infrastructure demands, which makes it improper to lose on such a rare opportunity.

Jude Mbabaali, the Masaka District LC V Chairperson told the Committee that the Municipal leadership deliberately went against the advice of his council not to overlap their roles.

 
Mary Babirye Kabanda, the Masaka District Woman MP demanded that the committee suggests the roads in the municipality, where the money should be spent.

Mathias Mpuuga, the Masaka Municipality MP and District Roads Committee Chairperson stop the proposal, saying the stakeholders were not consulted.
 

Charles Komaketch, the Uganda National Roads Authority Masaka Station Manager, says that they have include the road stretch under the Nyendo-Bukakata road works expected to commence in July. 



He wonders the municipal authorities rushed the proposal despite receiving assurances that the road will be worked on.
